Backstory
Chloe’s origins (parents and whatnot) are entirely unknown, but due to her appearance, I think it’s safe to say that she was born to an at least partly Asian family. It is known, however, that at a very early age she was brought to the Manor (a big mansion in which time is said to flow more slowly than on the rest of the Earth) to live with Altena, and given her name there (which has a double meaning – Chloe means verdant and blooming, a reference to the “saplings” theme, and the Japanese transliteration, Kuroe, sounds a lot like the word kuroi, meaning black. In fact, had they gone with the English rather than the French pronunciation of Chloe, it would actually sound like kuroi).
It is indicated by canon that even though she was chosen by Altena at a young age, the first few years of her training were spent with her not wanting to be an assassin (a moral objection to killing, perhaps, or exhaustion from constant physical training). There was another child who lived in the Manor training to be Noir – one who was never given a name in all the time she lived there (A Child Called It-style), and in fact treated rather neglectfully (never given bedtime stories, for one, or even given time to read children’s books…). This child seemed to be more of a natural when it came to assassin training, and the torture rooms in the Manor were a familiar place to her. In addition, she often got sent on various assassination missions in places near and far.
A third child was also in the running to become Noir. Her name was Mireille Bouquet, and because Altena wanted each of the Noir candidates to be raised in different ways, it was determined that she would not come to the Manor, instead being “left to the wind.” So she lived in her home in Corsica, with her parents and older brother. Her parents did not want her to become Noir. They rebelled against Altena’s plan, trying to protect her from it. It backfired on them. Altena just decided to kill them. The person she sent for the hit? The little girl with no name.
Chloe was sent along with the child to Corsica. And as the child pulled the trigger three times, killing Mr. and Mrs. Bouquet along with their son, Chloe watched in amazement and wonder… falling instantly in love with the child and the idea of becoming Noir. In her own words, she decided to become an assassin after watching the child that day.
After the Corsica hit, the anime leaves the audience with a time gap of ten years. -_- It is unknown what happened during that time, but one can assume that Chloe probably got more training, at least.
Then the series starts with the child waking up as the amnesiac “Kirika Yuumura,” contacting Mireille, etc. etc. etc. Following a brief cameo in episode 7, Chloe is officially introduced into the series in episode 10, where she goes up to Paris to see Kirika and Mireille (and kill some corrupt police officers along the way). She briefly introduces herself to them as Chloe, the true Noir, and manages to show them she’s pretty good with knives.
Episode 11 sees Chloe sic some Soldat goons on Kirika and Mireille to test their skills (specifically, Kirika’s) as assassins. She later goes to their apartment and has a (mad) tea party with them under the moonlight. Having stumbled into the whole Noir dealio rather haphazardly (not knowing/remembering much about it), Kirika and Mireille try to get some answers from Chloe, but it proves a rather futile effort since all she’ll say is worded cryptically (she knows more than they do, but is pretty stingy with that information, on Altena’s orders). After the tea party, Chloe “receives” a “gift” from Kirika in the form of a fork (really, it was a fork Kirika had hidden in her sleeve in case she needed to attack Chloe for whatever reason, but Chloe somehow sensed she had it and took it from her. When she asked if she could have it, Kirika didn’t say anything… so I guess Chloe just took it for a yes).
Episode 12: Chloe goes to the Alps to kill some old guy (let’s call him SOG). She is Very Serious about her job, even killing some random goons sent by someone else to kill SOG, just because she didn’t want them to interfere with her work. She also takes on a personal revenge cause after killing SOG (as well as keeping a promise she had made to him, unrelated to aforementioned revenge cause) – he told her about his enemy (who had killed his daughter), so Chloe decides to kill him.
Chloe reappears in episodes 15 and 16 while Kirika and Mireille are on a mission in Taiwan. She’s concerned about whether Kirika will make it through the job, so she goes to help her. In addition, she stops an unsavory character (Shao Li, the Heartless Assassin) from being able to join Soldats by killing her.
In episode 17, Mireille visits Corsica for the first time since her parents were killed. Chloe appears briefly at the end of the episode because she too had come to visit Corsica – she wanted to visit the place that had so changed her life before she and Kirika became Noir For Realz. She meets up with Mireille in the very hall where her parents and brother were slaughtered and the following conversation takes place (from the fansub script):
Mireille: …Why are you here? Don't tell me you're here for sightseeing.
Chloe: Corsica is a special place for me. To me... and to that child.
Mireille: That child? You mean Kirika?
Chloe: Yes. She and I are special. She and I are the true Noir.
Mireille: Kirika is... the true Noir?
Chloe: Yes.
I would like to tell you something.
Mireille: I'm listening.
Chloe: When she decides to return, please don't be in her way. The one who will go on the pilgrimage with her will be me.
Mireille: And if I say no?
Chloe: I'll kill you.
I'm considering that I would like to be your friend.
Mireille: Friend?
Chloe: Well, aren't you her friend? Yes. I'm sure we can be. You are definitely Soldat's child.
Episode 18: Despite the ice burn she gave her in the previous episode, Chloe actually saves Mireille’s life in this one. When some baddies are about to kill her while she’s away from Kirika and by herself, Chloe warns Kirika about it, even though she’s not supposed to interfere. She says it’s because Mireille is Kirika’s friend. “I was thinking of leaving the matter alone. This is no more than the usual trials one must face. But... it's your friend.... The decision is up to you. To choose this path... or…” says Chloe (referring to the fact that Kirika was supposed to meet up with someone to get some information on Soldats). Naturally, Kirika chooses Mireille’s life and runs off, leaving Chloe with a very sad look on her face. =(
Episode 19: Chloe shows up to Kirika and Mireille in Austria (I think) to give them more cryptically-worded answers. Also, she and Kirika fight back-to-back (very gracefully, I might add) against some Soldat goons. Then she tells (or rather, tries to tell, because Kirika doesn’t really want to hear it) Kirika the following (again, from the fansub script):
Chloe: You and I are the True Noir. Together, born and raised by Soldats. Having the best qualities of an assassin. Soldats isn't your enemy. Soldats, is your home. You have lost your memories. That is why you make such faces, right?
Kirika: Stop….
Chloe: But it's OK. You are beginning to remember. As Noir. As the chosen assassin.
Kirika: Stop….
Chloe: As one who carries out their missions with perfection.
Kirika: Please... stop….
Chloe: Because ever since you were young…
Kirika: Stop!!!
So then Chloe recites the Noir chant (“Noir. A name of destiny which has been ordained in the past. Two women who reign over death…” etc. etc.), and gets Kirika to do it too, until Mireille stops them. Chloe tells Kirika she’ll come see her one more time, “that is… when I'll invite you to the Garden,” (according to the fansub, anyway. As I recall, the official subs didn’t say anything about gardens) and leaves.
Episode 20: Back at home, Altena gives Chloe the bedtime story version of the origins of Noir. Later, she tells Chloe to give Kirika the “final guidance.”
So Chloe goes to Paris, where Kirika and Mireille have been having a rooftop battle with some masked Soldat goons. She tells them they’ve overcome all the trials and have committed enough sins for the title of Noir. “So,” she continues, “I have returned, as promised, to give the final guidance.” Which leads us to…
Episode 21. Chloe shoots Kirika (or rather, shoots close enough to get a few hairs), knocking her to the ground, and as Kirika regains her memory of killing Mireille’s parents, Chloe tells Mireille how she watched it happen. She also tells Mireille that remembering this will help Kirika return back home to the Manor to become Noir. Then she disappears for a couple of episodes, coming back in…
Episode 24. Kirika comes back to the Manor (following a falling out with Mireille, and also because she’s drawn to it by her regained memories) and she and Chloe hang out while preparations for the Noir ascension ritual are going on. In this episode Chloe tells a lot of their shared childhood. Then they practice swordfighting and take a bath together. After that, Kirika and Altena have an altercation, and Kirika points her gun at Altena. Chloe is left not knowing what to do - whether to attack Kirika or not (or at least knock the gun out of her hands). Then Kirika puts her gun down, and Chloe sighs in relief.
Episode 25: the Noir ritual that could have been. It is the day of the Noir ascension ritual, and Kirika and Chloe perform a purification ceremony in an outdoor pool. Chloe kisses and hugs Kirika during this ceremony (and upon watching this, all the yuri fans in the audience swoon happily). Chloe’s happiness is short-lived, however, because Mireille shows up to ruin everything. >=( This is how it all goes down: Mireille and Kirika fight, but Mireille uses a trick (similar to the one in episode 21, I guess) to get Kirika to be her friend again. Chloe gets angry at Mireille for interfering with the ritual and starts fighting her (at one point kicking her in the head). She’s about to kill her when, all of a sudden, Kirika stops her. Chloe is shocked… and then her heart breaks. She lunges at Kirika with a knife, calling her a liar (Kirika had said before that she and Chloe were Noir) and yelling at her that it was her that should have lived with her in Paris. Kirika tells her to stop already, ending the knife fight (Kirika had gotten a hold of one too). This makes Chloe the Most Saddest Character again, and she throws the fork Kirika gave her to the ground. She then turns away from Kirika, tears in her eyes… and then runs toward Mireille, knife in hand. Kirika screams, “Chloe!” and runs after her… picking up the fork Chloe tossed aside….
And just before Chloe can slice up Mireille, Kirika stops her - by getting in front of her and stabbing her in the heart with the fork. Of course, Kirika is horrified that she had to do it to save Mireille, starts to cry, blah blah, but the damage is done. Chloe manages to half-whisper, half-cry out, “Noir…” before collapsing into Kirika’s arms and dying.
Personality

At first blush, Chloe appears just to be a mysterious assassin who seems to taunt Kirika and Mireille with hints of information regarding Soldats and Noir. However, it is revealed throughout the rest of the series that there’s a lot more to this girl than that.
Chloe kills without hesitation or remorse because she knows it’s her job. She willingly stains her hands with blood even though she knows she’ll go to Hell for it because she believes she is serving a higher purpose, larger than herself, for the Soldats. It could be a defense mechanism – a justification for killing people – or it could simply be the result of brainwashing. Either way, Chloe truly believes what she is doing is right.
However, Chloe is not just a loyal pawn to Altena and the Soldats. She does have her own sense of justice and believes in vengeance. In episode 12, she exacts revenge for her assassination target even though no one told her to, and also fulfills his last wishes. When Kirika and Mireille are in Taiwan, she goes to help them even though she’s not supposed to interfere, simply because she’s worried about Kirika’s well-being. In episode 18, she warns Kirika about the plot to kill Mireille because having Mireille dead would make Kirika unhappy, which is the last thing Chloe wants.
In fact, Chloe is a very sweet, caring girl. When she loves people, like Altena and Kirika, she really loves them and will do anything for them. The creators of the series did not intend for Noir to be a “yuri series,” but they have stated that one can read Chloe’s feelings for Kirika as romantic.
