Backstory
There is absolutely no information regarding Harleen Quinzel's childhood, upbringing, education, or city of origin. The earliest information available is in regards to her intern work.

Harleen was a gifted psychological doctor based in Gotham City. She was incredibly interested in what she called “extreme personalities” and so decided to intern for a while at Arkham Asylum, an insane institution known for housing the more eccentric and notorious criminals who plagued the city. Though she was warned by the asylum’s veteran doctors to be cautious around the inmates, she quickly found herself fascinated by the patients, in particular the criminal known as The Joker. He himself seemed interested in her right off the bat.

The Joker expressed how he felt he could relate to her (one reason being her name sounding like harlequin) and he wanted to reveal the secrets he’d kept buried for years. Considering this her big break, Harleen studied up on The Joker and any information she could find on his clown-based persona. After three months of familiarizing herself with his origins, crimes, gags, and tricks, she managed to set up a session with him.

During the session, The Joker told Harleen stories of domestic abuse at the hand of his drunkard father. He describes his only fond memory with his father as the time they went to the circus. After this memorable event, he mentions trying to make his father laugh again afterward only to have his nose broken. The tales of The Joker's beatings seemed to horrify and disturb her incredibly, making her empathize with him more than a psychologist normally should have.

She soon came to the conclusion that the supposed “psychotic madman” known as The Joker was simply a child who never grew up, his gags becoming sadistic only after reoccurring abuse warped his perception of the norm. The renegade, self-proclaimed hero known as Batman seemed to serve as a looming shadow representing The Joker’s abusive father.

After regular sessions, Harleen felt she understood The Joker more than anyone else, and soon found she had, in fact, fallen deeply in love with him. She kept this a secret in order to continue her sessions with who she considered to be "her" patient. However, after The Joker escaped from Arkham and was recaptured in a horrific beaten state (at the hand of Batman yet again), Harleen couldn’t hold back her emotions anymore.

Arming herself with a plethora of gag-related weaponry (a rubber chicken with a brick in it for example), she donned a harlequin costume complete with mask and makeup and began her new persona of Harley Quinn. She caught the asylum’s security off guard and broke The Joker out of Arkham in a grand escape. She has been working as The Joker’s accomplice ever since.

The way the series is set up, it's impossible to determine a linear time line of events after this point. However, she is often seen alongside the Joker for the majority of the series. Fully dedicating herself to her “puddin’,” she serves as a kind of personal bodyguard and loyal right hand.

She tends to get stuck doing much of the dirty work, such as driving the get away car, carrying a heist’s loot, and being the look out or bait. She also does a good amount of the fighting for The Joker’s side, wielding an impressive arrangement of weapons including machine guns, bazookas, giant mallets, pogo sticks, wrenches, mannequin body parts, and an oversize pop gun that shoots anything from a giant cork to a retractable punching glove. At their hideouts, Harley is the one who cleans, keeps the place in order, and feeds the two hyenas they keep as pets.

Though he would play along with "the kid" on a steady basis, The Joker obviously did not share in Harley’s sense of devotion. He wouldn't hesitate to hit her if she angered or annoyed him enough. On many occasions, he would literally throw her out the door to the curb, though he always expected her to come back (which she almost always did).

"Almost always" is the key phrase here. At one point, when Harley was yet again kicked out on her butt, she decided she would actually prove her individual worth before returning to make The Joker "sorry." She decided to pull a heist on her own and bring the spoils to The Joker in the hopes of gaining some appreciation. Unfortunately, Poison Ivy (a female villain with plant manipulating abilities) was also robbing the same place and accidentally set off the alarm, gaining police attention. Together, the two manage to escape the building and elude police pursuit.

Realizing how well they work together, Poison Ivy allowed Harley to hide out with her. Ivy is irritated by the amount of abuse Harley allows herself to go through and decides to help her gain enough self-esteem to break away from The Joker. For the next few weeks, Ivy and Harley successfully pull an impressive amount of heists on their own. However, Harley made the mistake of calling The Joker, checking to see if he was still angry with her. This brings The Joker, Batman, and the police down on the girls and leads to their eventual capture.

Poison Ivy and Harley remain friends for the remainder of the series and work together on heists in two other episodes. Outside of heists, both girls could often be seen spending time together in Arkham Asylum or talking between their cells. "Red," as Harley affectionately called her, seemed to genuinely care about Harley, enough to try time and again to open Harley's eyes to what The Joker really is. Poison Ivy seems to be something of a big sister to Harley and is often stuck listening to Harley mooning over "Mr. J."

There are one or two points in the series in which Harley seems to express a desire to break away and become independent or even a normal person. In fact, there was one incident in which she fully "reformed" and was deemed legally sane and fit for release. However, her years away from the normal world proved harmful as she no longer could remember how to do things properly. A misunderstanding at a clothing store (less than 24 hours afterward) leads Harley to believe it is impossible to return to a normal life and she returns to her Harley persona.

Despite these honest attempts to leave her persona and The Joker behind, Harley never stays away from him for long. In fact, even when The Joker's abuse and manipulation drives Harley seemingly past the point of forgiveness, all he has to do is offer the tiniest indication of recognition or approval and she will fall for him all over again.

Most recently, Harley had tried pulling off a variation of one of The Joker's plans to both prove she could execute one of his plans on her own and eliminate Batman, the one thing she feels is plaguing The Joker's life. She successfully captured Batman and was close to destroying him completely before he reveals the painful past The Joker had shared with Harley at the beginning had been a lie.

He tells her The Joker always changes the story of his past for sympathy and manipulation and that he "had her pegged for hired help the minute she walked into Arkham." Enraged by this concept, she allows her emotions to get the better of her and she is tricked into calling The Joker to the scene.

The Joker was furious beyond belief that she would try to kill Batman on her own, an honor reserved for him alone. In his rage, he hits her and sends her flying out the top story window and into a pile of garbage below. She is taken to Arkham once again, in bad condition but alive. She decides once again that this was the last straw and she would never again go back to The Joker. However, a single rose in her room with a brief get well message on it from "J" causes that thought to flee from her mind.

This is the last episode she is in for the rest of the series, however, another related series reveals a little more of what her future holds after this point. I wasn’t quite sure whether I should include this since it is technically part of the Batman Beyond series, a futuristic successor of Batman the Animated Series/The New Batman Adventures. Besides providing a new Batman and a new slew of super villains, Batman Beyond serves as a kind of “Where are they now?” for the characters of the previous series.

In Batman Beyond, it is revealed that Harley stays working with The Joker for several years after her fall from the window incident, remaining just as dedicated as she always was. During her last job with The Joker, the two capture Robin and torture him endlessly for about three weeks until his mind had shattered and he converted to their ‘unique’ brand of madness. During the ensuing fight, The Joker is killed and Harley falls into a deep chasm, presumably dead.

It’s later revealed that Harley Quinn actually survived the fall. With The Joker dead and buried, she is finally able to rebuild her life, successfully reenter society, and get married to an unknown person. At the time of Batman Beyond, she is an old lady with two granddaughters. The Joker’s legacy had spawned groups of clown based teenage gangs called The Jokers, which Harley’s granddaughters decided to join. Seeing the girls dressed in clown attire enrages Harley immensely, proving how much she truly regretted those horrific days of her youth.

Personality
An adult woman skipping, cartwheeling, singing to herself, blowing large bubblegum bubbles, and spinning around in her seat might normally be an extremely creepy sight. However, this juvenile behavior just seems to fit Harley to the point where one might not find it all that weird. Her behavior replicates that of a child to the point where many people find themselves calling her "kid" despite the fact she obviously isn't one.

Her devotion to The Joker has seemingly instilled a need to replicate the concept of "a big kid who never grew up" for herself. It's become second nature for her to the point in which she acts like this whether The Joker is present or not. As with The Joker, her childish antics often take a very morbid light when in the context of gangster activity.

Though her bubbly disposition and optimistic outlook is a large part of her charm, her allies can count on her loyalty first and foremost. She is fully and completely dedicated to those she considers her friends. Conversely, this dedication also causes her to be especially devoted against those who would harm those she cherishes. The problem here is her primary focus of loyalty is to The Joker, who is a well-known backstabber. When the two are together, one would have to watch out for her.

Aside from the Joker, Harley seems to generally get along with underground criminals. During one event, Harley had kidnapped a general's daughter (though she was more interested in the girl's car) and needed a place to hide out. The gangsters Harley turned to for help threatened to shoot her since the Joker had sold them out once, and they asked for one good reason not to. After a huge hug and a friendly kiss, they decided it was okay.

She also seems to get along with many of the other Arkham inmates, such as Poison Ivy, Harvey Dent (Two-Face), and "Puppet Man" (Scarface), who she personally mentions as friends. There was even a point in which Jonathon Crane (Scarecrow) was being brought back into Arkham Asylum with Batman's escort, yelling and ranting. He stopped raving just long enough to pleasantly say "Good evening" to Harley before resuming his furious tirade.

It's this charisma that gives her a sense of a surrogate family of sorts among her friends. She even has "her babies," a pair of full-grown hyenas Harley fawns over like a loving mother. Where she and The Joker may have gotten these things is a mystery, but it's a good guess that they were probably stolen from a zoo or circus. Though they are The Joker's, Harley is the one seen caring for them and feeding them. They seem to understand what she says and follow her every command like a couple of dogs.

She treats many of her allies as family and tends to act as either "the mommy" or the little sister figure depending on the person. This idea of a family seems to be very important to her. It's not very clear why, but a good guess would be she is trying to replicate the family she feels The Joker never had the chance to experience.

Though she is very strong-willed, she allows "her puddin'" to hit her when he's angry without ever thinking of striking back. This is most probably because she sees his abuse as a replication of what his own father supposedly did to him. Violence is what he needs to get his rage out; this is the lesson Harley figures he has learned from his childhood abuse. Thus, she allows him to do so.

However, when the Joker's self-focused tendencies take hold and he decides to back stab her, she suddenly transforms into the girlfriend from hell, ready to throttle the daylights out of him. There was a point in which The Joker was going to bomb the city without stopping to rescue Harley from the asylum first. Though it took her a while, she finally understood that fact and was plenty ready to shoot the Joker in the face. However, she accidentally grabbed one of the gag guns that shot out a "Rat Tat Tat" flag instead of bullets, causing The Joker to laugh and the two to embrace as if nothing had happened.

When The Joker is concerned, Harley is quick enough to forgive. Time and again he will betray her or hospitalize her, but she will always run right back to him, desperate for his acceptance and love. All he would need to do is offer her a smile and anything he may have done to her will be forgiven.

At Landel's

Week 1
Harley woke up in the middle of the night, rather lost and confused. Though people tried to explain exactly what was going on, she didn't quite get it and just figured she'd been transferred to some other asylum without anyone notifying her because Arkham employees were inconsiderate dimwits. This leads to the belief that the patient body was entirely composed of delusional, psychopathic criminals like herself. Apparently, she was given a roommate at this new place: Amane Misa, a girl who becomes a decently close friend to Harley.

She mainly concentrated on trying to find escape routes, but was interrupted by a grumpy bastard named Mozenrath. Mozzy informed her of a secret passage in room M78 that could be used to reach the outside. Harley took this with skepticism but was interested enough to try and check it out anyway. Though she wasn't able to find and explore the room, Rhode later told her that there were indeed hidden passages within the Institute. The two tried to find said passages and instead found a giant scorpion.

Puzzled by the presence of giant, flesh-eating monster bug things, Harley was a bit nervous and unsure exactly how to proceed with Operation "Get The Hell Outta Here." She started to get the feeling that maybe there really was something wrong with this place after all. Before she could devise a new plan of attack, she was suddenly taken by several members of staff for Special Counseling. She was released into the courtyard, believing she was helping the Joker with a recent plan by attacking and chasing people back inside. It was loads of fun, especially since she was accompanied by her darling babies. Some of the people had the nerve to actually hit her sweeties rather than just running inside, so a massive fight erupted before two other people showed up to help Harley out.

The next morning, she was unsure as to whether that all really happened or not. Some parts seemed very real while other parts were hazy. One of her victims was able to vouch that, though they hadn't seen this "Mister J," the hyenas had been very real. As to where they went after that night, no one knew. Harley was extremely depressed but finally got herself together and decided she had to find her darlings no matter what. They were likely still in the institute somewhere, and she would not leave without her sweethearts!

During a field trip to the nearby town, Harley managed to get a decent enough weapon: a small, lightweight wrecking bar. Though not particularly lethal, it was sturdy and with enough force, one could easy take care of giant monster bugs, demented cats, and people who needed a few ribs busted in. She carefully copied the maps from her roommate's journal and devised a plan to find and get her babies back.

Week 2

Psyched up and ready to go, Harley prepared to explore the Animal Testing Kennel, the place her darlings were most likely to be if anywhere on the premises. But before "Go Time," she got an unexpected surprise in the form of a visitor: Poison Ivy. She was thrilled at first, needing her friend's support then more than any other time, but the joy was short-lived. Contrary to common sense, Ivy wasn't there to try and bust her out or help her in any way. Instead, she insisted that Harley was crazy (you know, more so) and that the existence of The Joker and the rest of the gang was entirely in her head. Harley became overly emotional and ended up getting restrained and sedated.

Emotionally shattered and physically handicapped, Harley's resolve plummeted, leaving her confused, angry, and psychologically vulnerable. The only thing keeping her together at all was the idea of finding her babies and getting them and herself out of there. As long as she could grip onto that one hope, she could keep going. Though in absolutely no condition to venture out at night, she stumbled toward the Animal Testing Kennel and ran into Jonathan Crane of all people.

He was kind enough to stay with her that night and ensure her safety. However, he also brought to light several confusing conversation topics, like the fact that he believed he was actually the same Jonathan Crane she knew but from some kind of alternate dimension or something (wackos have to have rolemodels, too, right?). Then he played mind games with her by trying to convince her her friends and Mr. J had abandoned her here purposely and that her darlings were probably already dead.

Distraught by her inability to reach the lab and Crane's crudey anti-peptalk, Harley was in even worse condition the following day. She was able to regain her spirits surprisingly quick when Sheena informed her that the "visitors" were actually fakes either trained or created by the Institute for the sake of mindfuckery. All too eagerly grabbing onto this explanation, she quickly returns to her previously determined demeanor. If she hadn't really been abandoned, maybe it wasn't too late for her darlings, too! In a shocking display of foresight and planning, she spent some time during the day gathering informationa nd meeting several new people... including Bruce Wayne, strangely enough.

That night, Harley decided to tell Crane about the information she'd gathered during the day and thank him for making sure she hadn't been ripped apart the night prior. She returned the favor by letting him temporarily borrow the wrecking bar for something he was apparently doing. Somehow or other, they ended up getting attacked by a giant spider and Crane got into a silly tiff with some blondie.
