Noir
World
Noir takes place in, essentially, the real world, circa 2010. Most of the action is set in France, especially Paris, but other locations include New York, the Pyrénées mountain range, Corsica, and Taiwan.
The anime series aired in Japan in 2001, so the computers, cars, etc. more accurately reflect that era than the one in which the anime takes place.
Culture
A little bit of background info, courtesy of Altena and the fansub script of Noir:
“In the past, ten centuries ago, there were those who had a vision of the world. At the end of the 10th century… it was carried out. Nefarious conspiracies of power. Many people were murdered. The old... the young… the worst atrocities that people can do to each other. Such chaos was seen by the people's own eyes. Few survived that hell. They finally realized the reality of their world. That the world is always filled with evil ones and hopelessness. The ones who survived swore an oath. That we will exact revenge upon this world. By saving those who are weak or abused, to spread justice across this world. Absolute secrecy and an oath of loyalty. That was when Soldats was born. The blood of Soldats will spread in the desert, and flow into the great river. Those who swore the oath spread throughout the world, and hid in the shadows of society.
“…Originally, Soldats had two maidens as their symbols. While they still believed in God's Word, the two maidens held on to their swords. That bravery would not be defeated by tens of thousands of knights and possessed both the Holy Mother's love and Death's cruelty. The two black handed maidens by Soldat’s elder's side. Their name was... Noir.”
So basically, there’s this secret society that wants to protect the weak so they have two girls that are their assassins. Unfortunately, said secret society has gotten big and corrupt, so this lady named Altena wants to clean it from within using their very assassins. To do this, she trains some girls in the hopes that they will become those assassins.
Powers
There is nothing overtly supernatural within the world of Noir. But consider this: when Chloe died, a candle went out in Altena's hands. Coincidence? Mere symbolism? Maybe not.
