World
1864 - the Tokugawa Shogunate is nearing its end, but the Bakumatsu has begun. Japan is about to be enveloped in the bloody Meiji Revolution, and the first hints of what is to come begin in Kyoto. The Shinsengumi, the unofficial police and protectors of the Tokugawa shogun's and Aizu daimyo's power, are stationed at Midu-dera (Mibu Temple) in Kyoto. They fight against the Choushuu rebels, people looking to overturn the old order and plunge Japan into a new world order.
Japan in the 1860s was still very much rural, compared to the rest of the world. Much of the West's most modern achievements have not filtered down to the common people. Candlelight is still the main source of lighting and most mechanical developments are still a far distance away. Guns are rare and the primary weapon of the samurai is still the sword.

Culture
Officially, Japan ended its sakoku (closed borders) policy, but lingering traces still exist. Trade with the West is moving along, but there is still a general distrust of the West since Commodore Perry forced Japan to open its borders with his warships rather than diplomacy. Opening to the West and other sociopolitical problems during this period fostered anti-Tokugawa sentiment among much of Japan, creating greater support for the restoration of the Emperor.
Throughout the Tokugawa period, Dutch studies were very popular among scholars, but the everyday people probably knew very little of it.

PMK takes place in the real world - so other than amazing swordsmanship, the characters are all very human. Still, elements of the supernatural exist. Saitou Hajime, for example, can see spirits and onmyojitsu (while rare) exists and is used by one of the Shinsengumi's enemies.
